these rules are bounded by the constitutive rules they are based on. operational rules are concerned with how the game is played (i.e. what physical materials are used, where it is played, when it played), which doesn't affect the constitutive rules.
changes in operational rules will affect the behaviors a player may have towards a game.
constitutive rules can be expressed as operational rules, but operational rules can not be expressed as constitutive rules.
ex.
- a die and score sheet to keep track of a yahtzee game.
- a spinner labeled from 1 to 6 to represent a die. (constitutive rules not affected, but operational rules affected by change in medium)
